Ladakh region held rally for resroration of reservation In promotion

The Ladakh Region Action Committee for Protection of Reservation (LRACPR) held a protest rally here today against the unrelenting silence of the state government over the J&K High Court’s verdict on reservation in promotions. This pro reservation rally was led by the Sheikh Abdullah Jalili, Chairman of LRACPR, Kargil and Tsewang Thinless, Chairman, LRACPR, Leh whileas the Jammu based pro reservation organisations like Jammu Kashmir Reserve Categories Employees Association (JKRCEA), Jammu Kashmir Tribal United Forum (JKTUF), All India Bhagat Mahasabha, J&K Shri Guru Ravidass Sabha, J&K Mahasha Sadar Sabha, Kabir Sabha, Backward classes Union, Dalit Chetna Manch, SC/ST Lawyers Forum, SC/ST students union, Tribal Welfare Forum, Kashmir and All J&K Pensioners Association Civil Society, joined and supported them over this issue.

About 5,000 strong gathering comprising of leadres of various socio-religious groups and political parties of Ladakh region, members of employees joint action committee (EJAC), students of Ladakh region alongwith their supporters from Jammu started march from Press Club, Jammu which was later culminated at Indira Chowk from where the leaders of LRACPR went to Raj Bhawan and submitted memorandum the memorandum to Governor.

Nawang Rigzin Johra, Asgar Karbali, (All MLAs), Sheikh Saf-Uddin, Ashraf Ali Barcha, Kacho Gulzar, Shaikh Sadiq Rajai, Mohd Feroz Ahmed Khan ex-MLA Zanskar’ Mukhtar Khan, Ahmed Hussain Nazrana (Leaders of (LRACPR/EJAC Kargil), Dr. Sanjay Bhasin, President JKRCEA, Dr. Zabeer Ahmed, General Secretary, JKRCEA, Tashi, Chairman, EJAC, Leh Bodh Raj Bhagat, Vice President, All India Bhagat Maha Sabha, Roshan Din Choudhary, President, Jammu Kashmir Tribal United Forum, Ashok Basotra, President Socialist Movement of India, Sham Lal Basson, President Dalit Chtna Manch, Arif Irfan, Chairman, Tribal Welfare Forum, Advocate Pawan Kundal and Satish Vidrohi, student leader were prominent who addressed in the rally.

Members Legsilative Assemblies of Ladakh region with a single voice pledged to fight for restoration of reservation in promotion and they would not sit silent till it is done.

Nawang Rigzin Johra, MLA, Leh while addressing the rally castigated the government for not contesting in favour of their own law which is in consonance with Article 370, 35-A of Indian Constitution & Article 6 of J&K Constitution, and added that the present government has shown its in-efficiency in legally dealing with the issues of public importance. He requested the Governor to immediately come up with political solution of Restoration of Reservation in Promotion in the best interests of Reserved categories. He also alleged that whenever BJP comes into power or in any state it targets the majority community of this country by either raising debate on Constitutional Review or by targeting Reservation. He sorted immediate solution to the problem & warned that in the vent of failure, the situation may turn out of control that may damage the democratic structure of this State.

Shaikh Abdullah Jalili, Chairman, LRACPR, while speaking on the ocassion said that the provision of reservation in pormotion should be immediately restored otherwise the SCs, STs and other reserved categories would be forced to launch state wide protest. He appealed the members of reserved categories of whole J&K State to maintain utmost unity among them and also advised the govt not to misinterpret the interim releif granted by the Apex Court in this case filed by the employees of reserved categories. On this ocassion, he also extended full backing to Jammu Kashmir Reserve Categories Employees Association, JKRCEA for leading the reservation movement at State level.

Dr. Sanjay Bhasin, President, JKRCEA said that Reservation will continue till caste continues in India. He said that SC & ST’s are entitled for 8% & 10% reservation indirect recruitment but quantifiable data from Socioeconomic & educational census of India reveals that only 1.84% reservation indirect recruitment has been extended to the SC’s in J&K till date and 2.02% to ST’s. He requested the government to immediately resolve the issue that has arisen out of Hon’ble High court’s order by adopting 77th, 81st & 85th constitutional amendments by way of appropriate Ordinance. He also warned the people who want to creat wedge between Hindus & Muslims. He reminded them of their micro population and their power viz-a-viz majority populations power. He further told that if this matter is not resloved, then JKRCEA, all Socioreligious Organisations, Retired Employees Forums, Social Activists and commoners belonging to Reserved categories shall be compelled start mass agitation.

Kachu Gulzar Hussain, General Secretary of LRACPR, read out the memorandum in the rally which was later submitted to Governor at Raj Bhawan, Jammu.

At the end, the whole body of Ladakh Region Action Committee for Protection of Reservation (LRACPR) ackowledged the support extended by JKRCEA team and its subsidary groups to LRACPR for making the pro reservation rally a great success.
